I am able to generate ticket for an obsolete contract. Its an error as the obsolete ticket creation is not possible in contract.
I have attached the relevant document. Please find the attachment.

The possibility to create tickets for obsolete contracts is possible in C4C
This seems more of verifying a Service scenario with Sales Scenario , an Inactive Contract doesn't make any sense for Sales , Nevertheless it doesn't mean that we cannot address the service aspects or the Concerns associated with the contract and Customer associated.
