Can anyone tell me the difference between user admin and delegated user admin in the portal?

hi,
as a user admin in SAP-EP is provided by two components 1.UME (user management engine) and 2) UMPS(user management portal services).
as a user administrator it is your task to assign the new role to a user group.
a portal user management provides the following key functions
a) persistence manager,
b) replication of user data to external systems
c) delagated administration
d) administration tools
e)self registration
f) e-mail notifications
g) import and export user data
delagated administration is one of the key function of portal user management.
delegated administration of users allows a super administrator to delegate the task
of user administration for certain groups of users to delegated user administrators that are only responsible for a specific group.
delegated administration is the process of distributing various administrative tasks and content in the portal to one or more administrators or a group of administrators.
delegated administration provides the following benefits:
usability:
organize the administration framework according to our business needs
manage large-scale portal implementations.
security:
provides a secure environment for change.
in delegated administration permissions, Access control lists are passed from one object to another in a hierarchical manner with in the portal catalog.

User admin is a role if given to a user can create &,manage user, role and groups.
In Context to delegated user admin , if a user say "A" has this role and belongs to Company SAP.Then he can only create,delete perform user admin action pertatining to user under SAP(as company),
whereas a user who has user admin can control any user (his company does not matter).
I hope i am clear.if not let me know .

Here i am mentoining the differnce User Administration and Delated User Administration.
User Administration:--
The user administrator performs all tasks that are relevant to user management and role assignments. In the portal, all user management functions related to users and groups are provided by the User Management Engine (UME). The UME is integrated in the Web Application Server Java and full documentation on the administration functions of the UME is available in the Web AS Java documentation under UME User Administration.
Delegated User Administration:--
Delegated user administrators can add, modify and delete users that belong to the same company as they do. They cannot perform any actions involving groups. They can assign roles to their company users, but they can only assign roles for which they have the Role Assigner permission.

Delegated user administrators can only assign roles to "their company users". They cannot assign roles to groups whereas user admin can add, modify and delete users of all companies which also includes delegated user administrators.
