Sybase IQ ODBC drivers on MS Windows Server 2016

I am trying to install ODBC Drivers with driver Sybase IQ16_win64_64.51045917.zip.

But I am getting an error:

The Application has Unexpectedly Quit Invocation of this Java Application has caused an Invocation TargetException. This application will now exit. (LAX).

Make sure you run the setup from command prompt that was opened as an Administrator and with compatibility to win7 option set
