Nothing wrong with LSMW. It's also a good (mostly used) way of uploading data. The last time I used it I found it to be very 'sensitive" transaction though in as much as, if your data is not clean (say for instance you load Personnel area = 'AAAA' and no 'AAAA' exists in the config, the program would stop right there. With SM35 at least all the other valid data will be processed and you can then refer back to the rejected records and correct manually) Maybe LSMW is better now than back then

As far as the other Q you can refer to the other thread you posted.

Org structure and positions is master data and cannot be transported form one client to the other. You are doing it correctly by creating the data in the client where it is due. Your method (PO10, PO13) is cumbersome and time consuming though. Why not get a ABAPER to develop upload programs and upload the data ?

The process side of things looks like this:

1 Manually create your root ORG object.

2 Then create the ORG objects (Infotype 1000)

3 Then link them to each other to form your org structure

4 Then create your position objects (Infotype 1000)

5 After that link them to the org units they belong to.
