License for Service desk users in SAP Solution Manager

Hello Experts,

Do we require any additional license for creating users in SAP Solution Manager (Non-SAP users). I need to assign only Service Desk roles to those users. Those are non SAP Users and we are going to implement Service desk in SAP SolMan. So Do we require additional cost for creating Non-SAP users in SAP Solman for Service Desk.
