Crystal Reports 2016 porting issue

On behalf of a customer:

We are experiencing "a porting issue on the network (all of my firewalls are forwarded to 4538 TCP & Anti-Virus disabled) still to get an error stating that port is blocked (at initial installation of Crystal Reports)."
