pr release strategy on the basis of material group

according to our requirement, different users are responsible for procurement of materials belonging to different material groups.for eg:

user A & B for material group 2300-2399

user C,D,E for material group 3001-3999

user F for material group 4001-4792

I could not find how to authorise different users accoring to material group for releasing PR. So, i decided to make material group (ceban-maktl) a characteristic, and to classify release strategy on the basis of material group characteristic. but I am not able to give interval value to material group in classification since material group characteristic is of character type.
Please suggest a solution.

entering values 1 by 1 will take a lot of time.. there are more than 10,000 material groups.. pls suggest a workaround if there is

If the grouping is consistent then create a custom characteristic, if not then maintain it 1 by 1 as has been mentioned by Jürgen.
