Missing Gateway Service AGS_FLP_INTEROP

I am installing a new SolMan 7.2 sp04 system on MS2012/Oracle 12. I am following the steps for Infrastructure configuration. When I get to step 7 Enable Gateway Services. When try to perform the manual activity that involves the above service the service does not appear on the list, neither does AGS_FLP_PAGE_BUILDER_PERS has anyone else encountered this error. The automatic activities enable fine, I just can't find or create these two services. I tried to attach a screen print that shows the missing services but I cannot get the format vs size to work. I We use Solution manager for the most basic uses, suport stack and upgrade builds and downloads are these two services even necessary if we don't use Fiori.

Add External Service Name as ZINTEROP, Assign Local_SM. Activate ICF Node ODATA Service then try. This is work around.

Yes, I tried it both ways, those two services do not show up in the list.

Did you try to perform the step directly from /N/IWFND/MAINT_SERVICE?

Yeah I tried it directly and I tried it through the solman_setup trans.
