Billing Document Report(Without Accounting)

Hi..

My client want report of all billing documents which doesnt have accounting.

He wants all billing doc info without Accounting info..

Im trying VFX3/V.23 ....But its not helpful...

Is it possible to develop this with ABAP?

What logic do I need to give.?
