Interactive Form scenario: Webdynpro necessary?

Hi,

is it possible to realize an offline interactive Forms scenario only with transaction SFP and an ABAP Coding like in this document: https://www.sdn.sap.com/irj/servlet/prt/portal/prtroot/docs/library/uuid/c2567f2b0b01-0010-b7b5-977cbf80665d

Or can I realize this only with a webdynpro?

(Offline Interactive Scenario should contain the following steps:

-interactive PDF is generated and sent by mail to customer

-when clicking on "submit", filled PDF is sent back by email to the SAP system

-data stored in the SAP system)
