Cant see scrolling area in Hebrew .

Hi ,

We upgraded our portal from SP14 to SP19 .

Now we have problem when we enter with Hebrew ,

the scrolling area disappear and we cant roll in the menu,

every application have extra scrollbars .

I working with the standard desktop.

any idea ?
