Is there any restriction I can put that the User shouldn't ba able to do the GI before approval??If he wamts to issue 10 MT TMT Bar for Project then It has to be approved by the Higher authority??

Hi,
The only standard way to do this is to use reservations.
Have the default for "movement allowed" set to off for MB21 and protect the flag so it can't be changed.
Allow the users to create the reservations.
They cannot be GI'd until someone (with authority) has change the flag to "movement allowed".
Not ideal, but it is the only way of doing this using the standard config.

Just to add that the user would raise the reservation instead of the goods issue. They would then find that they cannot goods issue against that reservation, until someone had changed the "movement allowed indicator".
You can protect the movement allowed flag in all transactions (make it display only or hidden) because there is a separate transaction that can be used to change the flag to "movement allowed" (transaction MBVR). You just then give access to MBVR to the user/s who should authorise the movement.
You could certainly use workflow to manage the process, such as send messages to an authoriser to request approval etc. (but there are no standard workflow messages etc. for this).
