Data and Cofiles Lost During Reinstall

We recently had to reinstall SAP on a server, and in the process lost all of the transport data and cofiles.

The Transports still show up inside SAP and I am sure we could create new transports to include the objects form the old ones, but is there a way to "re-release" the transports or re-create the data and cofiles on the OS?

at OS level:

tp export <request>

such as:

tp export DEVK901234
