SAPINST gui timeout in IDES virsion of SAP ERP installation on Windows 2003

when installing the IDES virsion of SAP ERP 2005,

first steps are fine until excute service starts, at the "install JCE policy file" phase(just after checking SLM key ), the installing screen disappers and error shows

"Exit status of child: -1073741819"

I try to start sapinst.exe again,but after choose the service and run a new installation error as follow:

guiengine: no GUI connected; waiting for a connection on host jxsapides, port 21200 to continue with the installation

guiengine: login in process.

Exit status of child: 1

who can help me.
