How Taxes: Region Key: Texts (T005U table) are maintained

Hello,

Could you please give some idea how the Taxes: Region Key: Texts are maintained ?. The information is maintained in table T005U, but I am not sure how we can maintain entries to this table. Its is a customization setting.

Tcode OVK2 or IMG>General Settings>Set Countries>Insert Regions
