global counter to wait until it hits a value and then fires the rest? Is it possible?

Alright the title of the question is pretty bad because I don't know how to ask it. I'm working on a module within the SAP Cloud Platform Integration where the task is two pull different uploaded .CSV files. I know what I'm doing when it comes to dealing with the contents and getting the end result but I have an odd requirement. The requirement is that the user can upload the .CSV files separately and there is a total of four. Essentially what I'm trying to do is when ever the start is used, it will initialize some counter to 0, after the first file is processes I'll make it a 1, and then after all 4 files are in the system/uploaded I will have a counter value of 4 which another part of the system is waiting on until all of them are there.

I can't just process one at a time because the end result is the combination of the 4 files with an extra one I am creating via a groovy script and the 5 files are zipped up and delivered.
