Agree with Rego. Check the Dunning Interval in Days. Second when was the last dunning executed.

The second dunning will work exactly after days of interval have laps.

Hi

It seems that your documents are being picked up for dunning but it could be lessthan the no. of days in the account hence it is not picking up. Pls. check dunning procedure using tcode FBMP and also check the no. of days in arrear in dunning level.
