why i should create a new material type if there is an already existing material type?
what's the significane?In what sutuation i can come across this?

In general, when standard SAP system does not meet your business requirement, you need to create the similar object to meet your business requirement.
The material type controls:
- Number assignment type (internal or external).
- Number Range Interval.
- User screen sequence and field control
- User dept specific data control
- Permitted procurement type, whether the material is produced in-house, procured externally, or whether both options are allowed.
- Qty / Value updates
- Material price control
- The material type also determines which accounts are posted when a material is posted to stock or leaves the warehouse.
so if any of the business requirement does not meet with standard functionality it is required to create new mateiral type.

The material types provided by SAP if meets your requirement there is no need to create new material types which is generally done by copying a similar material type.Than the valuation class and number range is to be grouped accordingly .
