hi
i am changing one program in my development server it asking access key
object type is PROG
object name is MM13QF00
PROG ID R3TR
i have the OSS ID.
service place it asking TYPE . pls tell how to create access key
myserver is 4.7 ee

For your querry: pls tell how to create access key? (I.e) Developer key,
1. Go to service.sap.com
2. Select Keys & Requests
3. Select SSCR keys
4. Register Developer - to get developer key ( Give your SAP user id) A developer key will be generated towards your SAP user id.
5. Register object - to get Object key ( Give your SAP user id) A object key will be generated towards your SAP user id.

You need to have authorization to create access key for your oss id. You can ask the basis guy to create it for you.
1. log in to sap service market.
2. choose the key & request tab
3. choose sscr key
4.press register object
5. Key in the Pgrm ID, Type and Object
6. Select the installation and press register.

1.login to service Market placce
2. go to Key& Requests --> SSCR Keys
3.Click on register Object
4. enter the values - Basis Release , pgm id, type , object name (or) enter the pgmid type object name in top box and click on check button
5. once u entered all values , selct the installation number and press register
6. then you wil get key

if you have authorisation for market place. then u can create access key.
but you S-user id have to be super user. with out super user authorisation u can't create access key for the develpment.
1) go to the marketplace.
2) in that u can see SSCR keys.
3) in that u have to register your self for access key.
4) then it will generate develper key for you.

execute se38 tcode in 800 client with ddic user and give the program name ex. ztest
it will ask developer key enter the following key...36687663221261278694

In addition to what Samrat has explained, You need to be having a developer key too for making the required changes in that particular system

they will go to market place and https://websmp201.sap-ag.de/licensekeys
under sccrkeys
they need to register your progam against the licence number then SAP will generate a number which you need to feed in that feild.

As a rule, registration keys are provided in SAPNet. If problems occur, see SAP notes 94588 and 40850.
Customers who do not have a connection to SAPNet can contact their Local Support and have the key faxed.
6. In which cases are objects registered?
Object registration occurs when
- SAP sources are changed
- SAP Data Dictionary objects are changed manually
Validity period of the registration
Once an object has been registered once, the respective key remains stored locally and is retrieved automatically during later changes, regardless of which recorded user makes the change. These keys also remain valid until further notice, even through a release upgrade.
The object registration is NOT carried out for
- Matchcodes
- Database indices
- Buffer settings
- Customer objects, that is, objects with names outside of the SAP namerange
- Objects which are changed by automatic generations (for example, by Customizing)
- Individual developments which are carried out within user exits
