Is there a blocked material status that allows info record creation but blocks PO creation?

We are desigingn a master data worklfow for materials and we would like to have a blocked status that allows for purchasing info record creation (via ME11), but blocks PO creation (via ME21N).

The reason for this is that before releasing a material to the users, the MDM team needs to create material first in order to maintain info record. However, at this step of the workflow the material is half-way and still needs to be costed by finance. The problem is that as soon as the endusers see that the material already exists in SAP (they are constantly monitoring the workflow for this), they will start creating POs even if material hasn't been costed yet. This goes against company policies.

While looking at OMS4, if you configure a block status, you can block it for purchasing but it blocks both PO and info records. Can it be configured so that only PO creation is blocked, but not PIR?

Can you please let us know the system behavior in following case?

You status configured at OMS4, say 30 -> Blocked status.

Now you set up Plant view of material M1 field MMSTA = 30. So PO creation with that material M1is blocked at plant level also PIR creationis blocked at plant level.

But is it not allowing to create PIR at Purchase org level also?

Yes it is possible in basic data view (Material master status select BP) it will block for purchase order only ....you can do PIR ..

You cannot create info records if you have a materials status with procurement block. He also tried it - see his last sentence. And I can confirm it as it caused errors in my info record migrations too.
