the business requirement is to perform quality inspections on purchased goods and no quality inspections for production receipts. Is this possible through configuration?

Simply assign and tick only 01 inspection type in Quality tab in Material master of material.
It will activate quality inspection only at the time of Purchasing goods.
In case of production material will automatically move into unrestricted.
