I executed stopsap command and I rebooted server.Now I can not use startsap

I executed stopsap command and rebooted server.Now I can not use startsap

I use Oracle Database

System gives me message below:

Checking ORC Database

-

ABAP database is not avalable via R3Trans

....

....

ABAP Database ORC must be started on remote server

How can I solve this problem?
