I want to install a JavaScript Snippet on the SAP Cloud Platform Cockpit.

This is a common JavaScript Snippet similar to the Snippet of analytics.js (see https://developers.google.com/analytics/devguides/collection/analyticsjs/ ) that will look at the DOM tree of the page to add explaining tooltips to it.

How can I through configuration add a JavaScript Snippet (or in general HTML tags) that will be repeated on every page or will be loaded initially (since the Cockpit is a SPA)?

Do you want to include an external JS to SAP CP Cockpit application itself OR you want to add a JS script to the application developed by you. For the former case of adding JS to cockpit - I don't think it is possible as cockpit is a SaaS application running in a multi-tenant manner for all of the platform customers. For the second option (adding it your app hosted on SAP CP) it should be relatively easy for you to do by adding it the usual includes way in your HTML assets.
