PR processing state of second line item is Release Refused

Hi Experts,

I have a PR with two line items, first line item was created by MRP Run and the second line item was created manually. Now, the PR processing state of first line item is showing as active and for second line item, it is showing as Release refused.

Header wise release strategy is configured in the system.There are no changes showing in item changes regarding the change of PR processing stae. Can someone please explain this behaviour.
