do we need to use conditional statements to determine the themes and then apply the classes for high contrast theme?

belize supports

@sapUiNegativeElement

where as belize_hcb/belize_hcw supports sapHC_NegativeColor.

What is the correct way to check for the them and then use the classes

You will be creating separate themes based on belize/belize_hcb/belize_hcw, right?

If yes, then parameters relevant to that theme will be available to you.

Thanks for the response.

I faced this issue a month back, where i had to check for the highcontrast themes as @sapUiNegativeElement was not working properly. Later i had a conversation with the UX team and got to know that it was an issue of css libraryies as there were few highcontrast library which were not available in webide and thus colors were not changing.
