I was getting this error during installation of Crystal Reports 2016, what am I doing wrong?
right clicking to run as an administrator solved this issue for me.

The Error is not exactly right, no such ports may be blocked. It appeared for me too!
Just do the following :
1. Extract the setup
2. Disable your Anti-Virus
3. Move the setup to C:/ ( root Folder )
4. Run the setup.exe as Administrator.
And Voila! It should start the installation.

I did a quick search on the site and found this solution. They had to move the install to a local folder for the install to work.
