Urgent: activation should be done at shadow system only?

I am upgrading a CRM4 to CRM5.0.

At ACT_700 it failed because some objects cannot be activated.

Our IDs can only log into the original system.

No any ID can log into the shadow system even it is unlocked.

Can we do the activation in the original system?
