Can't manually install print control activex

Looking to install the IE activex to allow printing for Crystal Server 2016 SP2. Works fine if installed from within IE if user is also a local admin on the workstation. I'm looking to build a command line install in order to build a deployable package.

As specified in many places I have downloaded and unpacked \inetpub\wwwroot\aspnet_client\system_web\4_0_30319\crystalreportviewers13\ActiveXControls\PrintControls.cab and run "regsvr21 printcontroldll", but this doesn't seem to do anything: there's no activex listed in IE, and the web page doesn't work. I've also tried copying the unpacked files to c:\windows\Downloaded Program Files, and system32.

The issue of ActiveX Print Control is resolved by the customer.

They found their client workstation does not have the following registry keys. My testing client has below.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Ext\Stats\{C05FE3D5-CD6A-4FBA-BBD5-54E3BDE35F07}\iexplore

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Ext\Stats\{C05FE3D5-CD6A-4FBA-BBD5-54E3BDE35F07}\iexplore\AllowedDomains

After adding two keys, NO installation dialog pops up.

REG ADD HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Ext\Stats\{C05FE3D5-CD6A-4FBA-BBD5-54E3BDE35F07}\iexplore /v Type /t REG_DWORD /d 1 /f

REG ADD HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Ext\Stats\{C05FE3D5-CD6A-4FBA-BBD5-54E3BDE35F07}\iexplore\AllowedDomains\<Domain Name> or * /f
