Can not shut off SDM debug mode

I have tried multiple ways but I can not shut off the SDM's debug mode. When trying to do it through the SAPMMC I receive the following error.

Disable process debugging failed: 80070057

The parameter is incorrect.

Anyone have any ideas? Anyone know where the SDM debugging configurations is stored?
