Error Upgrade or Create New database in fresh installation

Hi All,

Currently i am installing SAP B1 9.2 PL 06 in my new VM. The installation run successfully, however when it come to creating new database / upgrading existing database, it prompts error.

I tried to install from PL 9.2 PL 03 , is still giving me the same error. I am currently installing in Window Server 2012 VM, i tried installing in window 10 , it still prompt the same error.

Does anyone face the same issue as mine?
