CANNOT CREATE COMMON DATA BASE IN SAP B1 CLOUD

while trying to create common data base from cloud control center, the system is throwing error 1)cannot run the "upgrade.exe" and somtimes there is also error related "java exception"

could somebody help me how to create the common db from cloud control center
