Hi,
Check the Java webstart version and jsdk , remove all higher versions like 5.0 install the Jsdk,Java Webstart 1.4.2.13 or goto XI homepage and click on client installation guide click on download the javawebstart.
also set the Runtime JAVA_Home , class path in environmental variables.

Are you using first time or not??
if not
Check J2EE Engine is running.
Check through URL http://<HostName>:<J2EEport>; and see what is displayed.
Check SLDCHECK
If it is a new install, make sure all the post-installation steps completed correctly.
and Javawestart and JSDK settings as explained above.
