well, have you tried to read the error and investigate what's going on with the file it complains about ?
There are several KBA's on the subject of this error as well, have you tried searching SAP knowledge base before asking (as required by the rules of engagement https://www.sap.com/community/about/rules-of-engagement.html)?

But both links are not for the same error.
Your error explicitly tells you which file has a problem.
You need to see if it exist or not and create it , then restart APS if it doesn't exist.
