Dear team,
This issue is being reported to end user account only. If we execute report from developer’s credentials reports it works properly with in the same browser and machine.Aatached herein is the screen shot of user account and admin access from the Launchpad.
In the portal by using user account it takes credentials and didn’t gets refreshed to fetch the report.

My bad i didn't see the screenshots.
Try opening the Dashboard application in New window and see if the user is able to see css changes.

If i understand correctly, the users are able to run and see Design Studio Application but the CSS changes are not reflecting ?

Yes , the access is given to the user on the CSS files , still this issues occurs in their user id only.

Are you sure that the end users have been given the appropriate access authorization to the CSS files on the BI Platform?
