MLGR (GR message) are sent out to the Purchasing department only - so it is not the end user.

In our case GR Message is sending from the place where goods are received. What I really needed is the sending a message after receiving the stock in to block stock

What you need and what SAP can do is sometimes different - MLGR sends the message to the buyer, not to the end user.

As you started specifically for 103 I ask you again does your end user get an email from for a 101 movement?

how do you notify the end user about a receipt with 101? From your question it looks like you have only a problem in case of 103. Can you elaborate?

For 101 can use the mail using Message type MLGR. What we want is to send a mail like that for the GR at mvt type 103 because stores need the confirmation of materials before getting it to inventory
