Cannot register system in CCMS

Hi,

I have a problem in registering one of the JAVA system in a CCMS which is a of type Unicode. The logs are as follows

check your userID,

which is locked. please unlock and try agin.

And also, Can you please tell me that If I have a CCMS on a unicode system, and try to register systems, Will i give me a problem, as when I register to CCMS non unicode systems it works fine for me.
