Purchasing Raw materials with Shipment and Import Duties

Thank you for everyone's input. However, I think I was headed in the wrong direction. I need the MAP of the raw material to update accordingly with the shipment and import duty costs when a purchase is made. This should be done when purchasing the raw material and not when billing. Does anyone have any input on how that can be achieved. Would appreciate.
