I have a requirement, where we need send VB03 related Condition records via IDOC from one SAP system to other.
Note: We are not using SAP Retail module, so please don't suggest with option of turning on retail switch. That's not an option.

Not clear what is the challenge you have or what efforts you put to find out
it is not foreseen to use Idocs for listings/exclusions as you could easily find in Q&A 6 of OSS note 863767 - FAQ: Listing/exclusion
