Master group and sampling

Hi ,

when r master groups and samples used in target group creation...and whats their use and also what are the steps involved in that configuration....

Who will do these configurations..end user r consultant...

and morever i would like to know whats the exact role of consultant in creation of target groups....other then data sources....
