What SDKs are currently available for Crystal Reports 2016?

I've worked a lot with Crystal and Crystal Server/Enterprise, and the Enterprise SDKs, but it has been a long time since I worked with Crystal without Enterprise, and the SDK environment has changed. I'm trying to get a full answer to what Crystal Reports SDKs are now available, and what can be done with them.

From searches I have done, it seems that the Crystal Reports integration into Visual Studio is current, as is Crystal in Eclipse. I do not know Eclipse, but can I assume this means there is a Java SDK that can be used outside Eclipse?

I've also seen current mentions of RAS - is that still current? Is the URL reporting still available?

My real goal is to call reports from an Apex application (Apex is an Oracle application builder, with Oracle database for the data).

Any and all help appreciated - even to point me to the right manuals.
