Payroll P60IL Constant missing in table T511K

SAP ver: ECC6.0

HR patch level: 14

I am trying to configure the End Of Year processing IMG activities for E-Filing (Great Britain). One of these activities is to set the value of constant P60IL to 2, so that P38A forms are automatically treated as P14s.

When I open view V_T511K to maintain the value of this constant, I cant find it over there. Creating new values are only allowed in customer namespace so I cant add this constant to the talbe with the name P*. Any ideas on why this is missing and how to resolve this.
