PM Template transport issue

Hello experts,

Predefined Performance Management template has been created and a process is assigned to it in development system. Both the template and process were captured in a transport using t-code PHAP_TRANSPORT. The transport was moved successfully without any errors in Quality system. But the issue is that the template was missing as the number ranges (RP_PLAN - Number Ranges for Personnel Planning, sub-group $$$$) were different / inconsistent throughout the Landscape (DHR, QHR and PHR systems).

So the question is, how shall the template (created in development) and the assigned process be imported to quality and eventually made available in Production for the go-live?
1. PHAP_TRANSPORT does not work due to inconsistent number ranges
2. Download and upload template option gives the below error while assigning Process to the template
500 SAP Internal Server Error
ERROR: Number of elements in the collection of node VW_DTL_TMPLT_POPUP.1.GOAL_GROUPS_INFO_TAB violates the cardinality (termination: RABAX_STATE)
3. Should we directly (all over again) create templates into respective system (i.e. quality and Production)?
