Adding Transports from Buffer to Transport Que after DB refresh ECC 5.0

I recently completed a database refresh of our QA system in ECC 5.0. While trying to add transports from the buffer to the transport que, I receive the following.

Transport files for request T01K960494 must still be transferred. The transport exists in our Development instance and before the refresh the transport existed in the QA instance.

Brand new transports are imported into QA without issue.

Has anyone experience this issue and do you have a resolution?
