unable to see text after project migration WD project to 2004S

Hello!

I migrate Web Dynpro project from 640 SP16 which base on hebrew language to 2004S SP10. After I import the project to 2004S environment the project was created as american-english project and all text views are empty!

anybody had that kind of "translation" problem?
