What is reason behind this App launcher static Texts on tiles ?

Why i am getting this app launcher static Text in tiles and it was working perfectly before.
I have checked all catalogs and groups are available in system too.

Hello Frank,

Thanks for your respond on my problem but the situation is all other user with same authorizations do not have this kind of issue. Only this particular user has this kind of error and i have checked the factors i know about from your reference.

Is there any other way to solve it ?
