You will need to contact that OSS user administrator for your company/client. They will be able to set you up with a developer key.
Just a note, if you already have a developer key for that specific system and it is ascking you for another key, you have probably tried naming your object outside of the customer namespace. Make sure all objects start with Y or Z in their technical name.
