Basis admin roles in NDS

Hi can any one explain mean about the responsibilites of Basis consultant in Netweaver developer studio, actually i installed NDS on SRM server and try to develop, build and deploy the project but am getting an error while deploying the project to J2EE engine since the Engine is stopped well this is not an issue what i want to know is who creates the projects on NDS like web dynpro and J2EE is it a basis guy..? if not what are our responsibilites. However i want to know what exactly a basis consultant do using this Tool and how do we transport the projects from DEV to QUA.
