Is Crystal Reports compatible with a 32-bit OS, specifically Windows 2000?

Asking on behalf of a customer:

When I try to install Crystal Reports 2016 on a 32-bit operating system (Windows 2000), I get the error message below. Is the program compatible with 32-bit OS's, specifically Windows 2000? If not, are there any available versions of Crystal Reports that are?

Crystal Reports is a 32bit application, so it is compatible with 32 bit OS'ses for which it was designed.

Crystal Reports 2016 is a new program and Windows 2000 is a very old operating system, see which OS's it supports in the PAM guide.
