The SAP client that you are trying to crerate changes would be a test/ quality/ prodcution client. Which is protected against creation of any objects/change requests.
You need to create a program in development system. Please check with the concerned system administrator for the same.

yes, i think the object is creared by other user name. so if u try to change the program with your use r name your user name has to be included in the transport number which is already using.. to add the user goto se10>select the request number which u r friend is using for this program then click on the add user button>add ur user name
if u r creating the program as a new object and u r getting this error, could mean that there could be developer key needed. Check with your admin/ Basis gy abt the developer key issues if any developer rights or developer key needs to be assigned to this ur Friend's ID.
