As following our business requirements while creating a sales order in Retail stores system has to check stock availability in different areas in a store including shelves, racks, storage area. System has to show stock availability information while creating both Quotation and Sales Order.
How we can configure these requirements in SAP, and how the SAP system provides solutions for this.

First you verify how shelves, racks, storage area are defined in system.
According you can do necessary settings in SD -> Basic functions ->
availability Check & Transfer of requirements -> Availability check.

Availability check can be configured both at requiremnt class and at the schedule line categories level.
The following are the mandatory for Availability check to happen--
Must be swithced on at the requirment class level and at the schedule line level.
Reqmnt type must exist by which a requiremnt class can be found
There must exist a plant and is defined .
Checking group must be defined in Material Master records(it controls whthr the system is to create individual or collective reqmnt

Go through this link
You have to configure your ATP check and system will do it automatically when creating a sales order. You can manually execute ATP check while creating sales order from VA01 itself ( in item data screen , click on Item Availablility ( cntrl + F5 ) ) if you want to override the automatic check.

You can use transaction CO09 to simulate availability check.

I think you need to configure the availabiltiy check rule both at the Quotation and at the SO level. Once you do this ATP will done at both the doc levels.
